MEMORANDUM FOR
THE PRESIDENT:
I have just rechecked with the
Secretary of Labor who is still of the
opinion that it is timely to announce
the Tracy resignation today as effective
at the close of business tomorrow.
John Steelman reiterates that if
the announcement is made now that the
Executive Council of the A. F. of L.,
now meeting in Florida, will immediately
"unload" its candidate on the President.
Dr. Steelman therefore suggests
that when the question is asked at the
Press Conference - as it surely will be --
that the President simply say that he has
no announcement to make.
