(48th Meeting) Rear Admiral W. 0. Spears, who at the time was the Chief of Pan- American Affairs in the Navy Department, and he told me that, al- though there was the intention of transferring Naval units to Latin American countries, it would be necessary to wait until the United States Congress had terminated the study that was un- dertaken in that respect in order to determine what size Navy would be required by the United States and then, with also the approval of the same Congress, what number of vessels could be distributed among Latin American countries, with the understanding that these were to be used for the defense of this continent. During the 47th meeting of the Commission held in Mexico City on 2 May 1946, Rear Admiral R. E. Schuirmann stated that, al- though the ships requested by the Mexican Navy were not available, the United States Navy had reserved a number of similar vessels, as per the following list: 12 Destroyer Escorts D. E. 12 Transports L. C. I. (L) 8 Transports L. S. T. 2 Transports L. C. T. (6) 2 Oil Tankers NATIONAL 4 Mine-sweepers Y. M. S. ARCHIVES AND 2 Salvage vessels Inasmuch as the delivery of these ships could not be effected until some amendments were made to the respective laws of the United States, I request hereby that the United States Section of the Commission inform the corresponding authorities of the U. S. Navy Department that the Mexican Government wishes to know: 1st:Have the amendments been made, and, in consequence, are the aforesaid vessels now available; 2nd: Is the United States Government in a position to establish the terms under which they would be successively delivered, beginning with the destroyers, transports, tankers, mine-sweepers and tugs, and what will be the total cost in- volved in this transaction, as well as payment conditions. I II Admiral Jones replied: "The information I have in that regard is that the Congress has not yet passed the amendment which would permit the transfer of large vessels such as destroyer escorts and frigates. However, under the Surplus Property Program the smaller vessels on your list can be purchased and are being made available for transfer to the Mexican Government. However, due to lack of personnel and materials the ships have deteriorated and have been stripped, and are not now in operating condition. They will not be available for sale to the Mexican Government until such time as re- pairs can be made to put them in proper condition. This will re- quire a special appropriation. The United States Navy does not wish to turn over any ships to the Mexican Government that are not in the best of condition." -8-
