CONFIDENTIAL (48th meeting) this procedure is subject to many delays. The landmarks on the United States-Mexican boundary are not always clear and many of the students unintentionally fly over the border and run into difficulty. This memorandum outlines such a plan, whereby air rescue units could make a reconnaissance over this territory to try and locate a lost airplane, and when located, if any ground parties must go in, obtain the approval of any nearby military commander. Colonel Deerwester will read the memorandum and show you the map." Colonel Deerwester mentioned further that this work is the equivalent of what the United States Coast Guard does at sea: life-saving work. General Henry asked Mr. Ray if he had any comments on this matter. Mr. Ray stated: "It looks very desirable to me. I sup- pose the Mexicans do not have the same problem but if they had made a similar request on their part I suppose we would be ready to grant it." General Henry pointed out that most of these matters are considered on a reciprocal basis. Mr. Ray added "I think it is certainly very desirable to have it, if it can be arranged." General Henry added that the Mexicans have always joined heartily with the United States in any rescue work. Colonel Deerwester stated that there would be no reason why Mexican crashed planes could not call on these AAF units for this type of service. 5. LOWERING OF CLASSIFICATION ON MAPS AND CHARTS OF MEXICAN TERRITORY. Colonel Deerwester brought the Mexican Section's atten- tion to this matter by recalling that a memorandum had been sent to that Section on 12 July 1946, presenting a request on the part of the War Department for Mexican authorities to give consideration to the classification of maps and charts of Mexican territory in the hands of the United States Army Air Forces, with a view to lowering such classification wherever possible in order to facili- tate the handling of these maps and charts. He pointed out that the United States Army Air Forces had in fact lowered the classifi- cation on most of its own war maps for this purpose. Colonel Deerwester further pointed out that a follow-up memorandum had been sent on 8 October, but no reply had been received to date. General Cabrera replied that upon receipt of the first memorandum of 12 July he had forwarded it to the Secretariat of National Defense, and, upon receiving our follow-up memorandum of 8 October he had tele- graphed that Headquarters, but had not received any reply. He added he would again approach the Secretariat of National Defense on the matter and press for a decision. 6. RATINGS OF MEXICAN OFFICERS ATTENDING UNITED STATES SCHOOLS. Colonel Deerwester referred to memorandum from the Mexican Section dated 6 July 1946, in which that Section requested they be furnished with the ratings or marks received by Mexican officers who had attended United States Service Schools since 1941 to the present; and that, in the future, the Mexican Section continue to be furnished with reports on students as they completed their courses. In reply, a memorandum had been sent by the United States Section to the Mexican -3-
