-2- #1086, December 10, 6 p.m. from Mexico City I emphasize that this power situation is extremely serious and will get worse. This is causing very difficult economic and political problem and if remedial measures are not taken will have adverse effect on new administration. It is my considered opinion that we should do everything reasonably possible to help Mexico in this power crisis and particularly so because this request is our first official contact with new government. I am confident that this assistance given now will strengthen the new regime, will cause a highly favorable public reaction and will be more effective in cementing good relations than several acts of assistance granted later. I therefore recommend that everything reasonably possible be done to meet Mexico's request for this mobile power unit. Full details by following despatch but telegraphic reply requested.
