MEMORANDUM FOR THE PRESIDENT
Subject ELECTRIC POWER GENERATING TRAIN FOR MEXICO
The new President of Mexico, Miguel Alemen, has requested
Ambasandor Thurston to address an appeal to you in the name of
the President of Mexico for assistance in purchasing or leas-
ing one of the two 10,000 kw. electrical power generating
plants, mounted on railroad cars, which are owned by the Navy,
one of which is understood to be available in Florida.
The new Mexican Administration shows great promise for
mutually sstisfactory relations between the United States and
Mexico. We should give this new Government our much needed
support. The power situation is extremely serious, and if we
do not help it will become worse. This is causing very diffi-
cult economic and political problems and if measures are not
taken the effect on the new Administration will be very serious.
If we can give this assistence now it will strengthen the
new regime, cause a highly favorable public reaction and be
more effective in Gementing good relations than would several
acts of assistance granted later. This request comes as a
personal appeal from the President of Mexico and is his first
request for assistance from us. He has intimated that if
Ambsssador Thurston is unable to assist him, he may make a
direct appeal to the President, or seek the assistance of
Secretary Snyder.
The power train would be used for supplying power in the
State of Jalisco and adjacent areas where present hydroelectric
sources are reduced by a lack of water.
The possibility of assisting the Mexican Government in
obtaining this train through ordinary channels has been ex-
plored and it appears that action can be brought about only by
a Presidential directive.
