DEPARTMENT OF STATE WASHINGTON January 23, 1950 MEMORANDUM FOR THE PRESIDENT Subject: Conversation of January 9, 1950, concerning the exchange of battle flags between the United States and Mexico Reference is made to your inquiry of January 9, 1950, con- cerning a proposed ceremony at Brownsville, Texas, at which captured battle flags would be returned to Mexico. In informal conversations with an officer of the Department, the Mexican Ambassador has stated his opinion that his Govern- ment would prefer a dignified small ceremony limited primarily to military officials. He expressed his view that a large public fiesta at one of the border towns would be inappropriate and lacking in dignity and indicated that his Government would prefer that the ceremony be held at some place other than the border, such as Washington or Mexico City. The Department does not know what the final Mexican views will be concerning the nature and locale of the proposed ceremony, but as soon as the necessary United States legislation is enacted the Department will ascertain the Mexican Government's wishes. Before Mexico can return captured United States flags, the Mexican-Congress must pass enabling legislation. The Mexican Congress will not be in session until September 1, unless called into extraordinary session for a specific purpose. If the pro- posed ceremony is to be in the nature of an exchange of flags it therefore appears that it cannot be held before sometime next fall. Team Achison DECLASSIFIED E.
