MEMORANDUM FOR THE PRESIDENT
Subject:
Call of Mexico's Acting Foreign Minister,
Dr. Manuel Tello, April 9, 3:30 p.m.
Dr. Manuel Tello is an experienced career diplomat.
He has been Acting Foreign Minister for two years but plays
no substantial role in Mexican politics. Within the limits
of Mexico's traditional nationalistic policies, he is co-
operative with the United States. Dr. Tello requested the
appointment with you in order to deliver a letter from
President Miguel Aleman,
You may wish to express the friendship of the United
States for Mexico and your gratification for the excellent
state of relations between the two countries.
In the meeting of Foreign Ministers just concluded,
Mexico was generally cooperative on economic matters.
with respect to the political and military aspects of the
agenda, Mexico's announced position was to assume no new
obligations. However, at the end Mexico agreed to resolu-
tions directed at strengthening not only hemisphere de-
fenses but also the United Nations' ability to cope with
aggression.
The Department of State has been assured informally
by the Mexican Government that the United States could
count on its support in the event of a show down with the
Soviet Union.
