2-The President
in this country and in infected countries throughout the world
we cannot be very optimistic that the treatment under considera-
tion would be useful.
We continue to press the campaign in Mexico with all the resources
at our command. The way is long and hard. Not the least of our
difficulties is the many-sided political situation in Mexico.
Negotiations are sometimes long and arduous on points requiring
mutual agreement. However, some progress is being made and we
are gradually speeding the work. There have been no outbreaks
north of the quarantine lines.
