arose were caused by two facts: (a) that the armed forces
and armed gangs did not obey the government and prevented
it from coming to terms with the Netherlands, and (b) that
there developed growing disorder marked by widespread and
ever increasing violence which, if unchecked, would pave
the way for extremistaction. The Netherlands went in and
checked it;
(3) there are no difficulties between the Netherlands and the
government or the people of the republic which appear in-
capable of being settled speedily now that the armed ele- -
ments in the republic which paralysed government action
have been scattered;
