the Indonesian question, and on their part have always cooperated
with the Committee of Good Offices. As a result of the proposed
resolution the Republic of Indonesia will be revived in its
previous form. Thereby an element will be reintroduced into
the Indonesian community which during the past three years has
been a factor of permanent unrest and has prevented a sound
federal construction, on account of confused internal and
administrative conditions, internal strife and discord, and
of the dominating position of undisciplined and terrorizing
military units.
If, in addition, the Security Council's Commission
would receive important and controlling powers with regard to
Indonesia, the confusion will be greatly increased since neither
the Commission nor the Security Council itself, in the present
state of international organization will have at its disposal the
necessary means at the present time to maintain law and order
in Indonesia.
The situation might then arise that the Netherlands
Government because of their sovereignty would remain responsible
for the development of chaotic conditions which will inevitably
