due to Norwegian steadfastness and self-denial through the post-
war years, has enabled Norway to meet the challenge of vigorous
partnership in the NATO defense program. In June, 1952, the
Norwegian Parliament passed an unprecedented three-year
defense program which measures up to NATO recommendations.
Norwegian spokesmen have indicated that Norway intends to
maintain the defense level set by that legislation, and you may
wish to express encouragement that Norway hold fast to its
program.
You may wish also to express your pleasure in the fact that
Norway is planning a program of assistance to underdeveloped
countries. A memorandum on this subject is attached.
Our relations with Norway have always been and continue to
be most cordial. The vast preponderance of Norwegians are
favorably oriented toward the United States. Mr. Torp and the
Norwegian leaders in foreign affairs look to the United States
for leadership and strength, and value highly the mutual confi-
dence and respect in which our countries hold each other.
A biographic sketch of Mr. Torp is attached for your informa-
tion. Ambassador Morgenstierne will serve as interpreter.
