UNCLASSIFIEL TRUMAN S. MEMORANDUM NORWAY: Program of Assistance to Underdeveloped Countries By a unanimous vote the Norwegian Parliament on June 25, 1952, passed a bill providing for a program of aid to underdeveloped coun- tries. The legislation is to be implemented by an annual appropria- tion of 10 million crowns (approximately $1.4 million), to be supple- mented in the first year by an equal amount to be obtained by public subscription. The fund is to be used to render technical and economic assistance to underdeveloped countries. The program is to be undertaken "in cooperation with the United Nations, and in accordance with the prin- ciples established for the United Nations' program of assistance to underdeveloped countries." It is the plan of the Norwegian Government to concentrate its efforts in a small area where some of the local problems are similar to those found in Norway. The area is to be one where fishing and forestry are important, and preferably where new capital investments are not necessary for the success of the program. Preliminary dis- cussions with United Nations officials have resulted in the choice of India, which has agreed in principle, as the most likely recipient of the aid. The exact region of India to be covered has not as yet been selected, and will be subject to the agreement of the two Governments. Although there will be some direct financial aid, the Norwegian authorities plan for the assistance to be mostly of a technical nature. The Government expects to send Norwegian experts, such as engineers, physicians, and fishery specialists to the area, and also to bring leaders from the area to Norway to study and observe at first hand what is being done in their respective fields in Norway. It is con- templated also that professional and other organizations in Norway will take a direct and active interest in corresponding groups in the chosen area, and that leader-specialists will be brought to Norway by those organizations. The details are presently being worked out with the United Nations and India. UNCLASSIFIED
