Embassy 6 Dec. 46 Dear General Vaughan: It was my pleasure to have a few guests in for tea this PM at 6 but Peru's only Field Marshal named Ureta, who had command of their forces in the war a few years ago against Equador, did not arrive, by error till 7:30 PM, after every- one else had left. He and his family wife and grown daughter, stayed 1 1/2 hours during which time he and I had a long chat, very frank, and I think very sincere on his part. As a personal friend of yours, I believe I may pass on some of Marshall Ureta's observations without it being con- sidered an official report out of channels. They were quite interesting to me and I thought they might be to you. HOW- ever, please don't pass them on as coming from me just in case someone might get the wrong idea. No doubt you consider our Mission (both Ground and Air) Policy in Central and South America one of our soundest mili- tary investments, and from which we can reap great rewards to the advantage of Hemispherical Defense. Marshal Ureta was in the U. S. a short time and knew President Roosevelt but I believe he did not meet President Truman. Ureta's main observations as I translated them and re- member them were: viz. 1. "We should not send officers here as Mission Members until they knew Spanish well - - whereas it was his opinion that the majority arrive not knowing Spanish or knowing very little. 2. "We should not send officers here who do not have a sincere liking for Latin-Americans because where there is a lack of real sincere feeling, much harm is done to the cause of Henisphere Solidarity. He said when we do not like them, they know it and that they resent it deeply. 3. "We should not send officers to S.A. as Mission mem- bers whose wives do not know Spanish and whose children do not expect to mingle with Latin-Americans.
