Letter to The President
A certain limited investigation of the social adaptability of
the family of a candidate is made simultaneously with his own screening
and both the officer and his family are encouraged to take a reasonably
active and friendly part in the social life of the Latin American
community. However, it is not considered desirable to require par-
ticipation beyond the point of personal willingness or financial capa-
bility.
Every effort will continue to be made to reduce the administrative
burden laid upon the military missions. Since they are military units,
however, some administration is required. The mission reports, for
instance, are very necessary to enable the War Department to correlate
and coordinate the activities of the various missions.
Except for awards resulting from active service with United States
Armed Forces, the Legion of Merit is the only United States decoration
which is applicable as a courtesy award to foreign military personnel.
To date, this decoration has been awarded to 173 Latin Americans by the
War Department, which is fully cognizant of the continuing importance
of awarding appropriate decorations.
The strategic importance of the industrial mobilization of the
Western Hemisphere, while not directly allied to our military missions,
is fully recognized by the War Department. A thorough study of the
present and future industrial potential of Latin America has been
produced by the Army Industrial College, and the implications of this
study are now being considered by the War Department General Staff.
The complexity of the problem of planning the development and utilization
of the industry of the continent - much of which remains to be explored -
is such that considerable time may yet be required before a sound and
practicable plan is evolved. I feel that we are making progress in
this field and that a workable program of continental industrial mobili-
zation will eventually be developed.
