of foreign governments, including Peru. To date, no absolute
agreement has been reached by the interested departments but a
compromise proposal which would establish a duty-free quota for
fresh and frozen tuna, with imports beyond the quota being subject
to a duty of three cents a pound, has received serious consideration.
This compromise will be suggested to the Senate by the Department
of State even though a thorough study of the whole problem before
enacting legislation would be preferred.
Ambassador Berckemeyer was completely informed yesterday re-
garding the above and it is not believed necessary to discuss the
details of the problem with him. In addition, at the request of
Peru, formal conversations between Peru and the U. S. will start
on Friday, February 8, and will explore all aspects of Peru's
fishery problems, including the territorial waters aspect, in an
attempt to reach a mutually satisfactory agreement.
It is suggested the Ambassador be informed of the U. S. govern-
ment's serious interest in this matter and be assured that you will
study the situation carefully to see what can be done to prevent
the development of problems in the traditionally friendly and
cooperative relations between the U. S. and Peru.
