into character which he has put in good use in choosing men for key posi-
tions in his government. He is an excellent administrator, works well in
groups, and has the ability to inspire those around him with a good sense
of team-work.
In contrast to many Pakistanis whose fear, distrust and suspicion
of India has become almost a phobia, Liaquat is eminently objective and
well-balanced. Prejudice is not an outstanding element in his make-up.
He seems well disposed to the United States of America, and to realize
that it is in Pakistan's best interest to cultivate the friendship and
support of this country.
Liaquat likes Western ways, but knows he cannot go too far in this
direction for political reasons. Although he occasionally voices rather
caustic criticism of some aspects of British policy, and suspects that
the British court Indian favor at the expense of Pakistan, he is not
essentially anti-British. It is due to his influence that Pakistan has
retained, temporarily, the services of so many British military and
civilian officers. He has no communist leanings, but he tries to be
open-minded toward the USSR.
