SECRET
SIGNIFICANCE OF
The Prime Minister's main strength in Pakistan is
PRIME MINISTER
that he follows in the footsteps of Jinnah, the
LIAQUAT ALI KHAN:
founder of the country and its hero. Since Jinnah's
death, Liaquat Ali Khan has come to be regarded by
the masses as the bulwark of Pakistan and its
stabilizing force. He is of value to the West be-
cause he inclines toward western -mindedness (probably
more so than he can publicly admit), because he
steers a middle course against fanaticism, and be-
cause under his leadership Pakistan has emerged as
a stable, mature and responsible democratic state.
SIGNIFICANCE OF
Pakistan is the largest Muslim country, and as a
PAKISTAN:
dominion of the British Commonwealth, is a potenti-
ally valuable link between the West and the Muslim
world. The strategic Northwest Frontier, through
which runs the Khyber Pass, would become important
in the defense of the Indian sub-continent in the
event of aggression from the North. (The USSR is
separated from Pakistan only by Afghanistan).
Pakistan is friendly toward the United States. It
has at present no communist leanings and no com-
munist problem of significance. Given sufficient
time for development without outside interference,
Pakistan may become, after India, the strongest
power between Turkey and Japan on the periphery of
Asia.
