not formally oppose India's candidacy for membership in the Security
Council, it resented our support of this candidacy. It considered our
arms embargo unfair since Pakistan had no production of military materiel,
whereas India had.
Developments in the Security Council's consideration of the Kashmir
dispute in recent months should go far toward convincing Pakistan of the
good faith and impartiality of the United States. The Pakistan Govern- or
ment is no doubt aware that the influence of the United States Delegate
was an important factor in guiding Security Council deliberations along
lines which took full account of the Pakistan point of view.
Treaty Relations
Treaty relations between the United States and Pakistan continue to
be based upon United States, United Kingdom and United States-India
treaties and agreements which are applicable to Pakistan in accordance
with the Indian Independence (International Arrangements) Order, 1947.
Negotiation of new treaties and agreements have been undertaken, not only
to replace United States, United Kingdom and United States-India treaties
and agreements which are no longer entirely appropriate in view of
Pakistan's statehood, but also to fill gaps in our treaty relations.
Drafts of a Treaty of Friendship, Commerce and Navigation, (which, if
concluded, is expected to provide encouragement to United States private
investment in Pakistan), a Consular Convention, a Military Air agreement
and an agreement for the exchange of official publications have already
been submitted to the Pakistan Government. The pace of negotiations has
been slowed by Pakistan's lack of trained negotiators. Our policy is to
employ all appropriate methods of persuasion to encourage the early
