the Point IV Program. We understand that such assistance is most needed
in agriculture, geological surveys, transportation, light industries,
public health and administration.
We believe that Pakistan should look primarily to private investors
for such foreign assistance as may be needed for the building up of
Pakistan economy, and we are trying to persuade it to establish oppor-
tunities for United States private investors on a mutually satisfactory
legal basis. Should adequate private capital not prove available, we are
prepared to support any application Pakistan may make to the International
Bank and the Export-Import Bank for loans to finance certain basic devel-
opments such as for the increase of food output, the development of
economically sound industries and the improvement of transport and com-
munications facilities. We have supported Pakistan's application for
membership in the International Monetary Fund and the International Bank,
and we expect Pakistan to join both during the course of the present year.
