SECRET 41 United States - Pakistan Cooperation. We regret that we have encountered legal and technical difficulties in endeavoring to meet Pakistan's requests for procurement assistance in obtaining spare and replacement parts for military equipment from United States Government stocks. We are still endeavoring in various way to surmount these difficulties. 0 Because of our existing heavy commitments to supply military equipment to other parts of the world which are faced with a greater potential threat of external aggression than in South Asia we shall not be able in the near future to make available to Pakistan any large quantity of such equipment. We are, however, granting licenses for the export of material obtained from commercial sources. We hope to make technical assistance available under the Point IV program to the degree Pakistan feels this is needed. We realize that Pakistan has urgent problems looking toward increasing its agricultural potential and diversifying its economy and that it will need capital goods and tech- nical assistance. We hope Pakistan will utilize the facilities offered by various international organizations and the United States representatives in those organizations will be prepared to support Pakistan's efforts to solve these problems through existing facilities. Should these prove inadequate or should some extraordinary situation arise which cannot be met within their scope, we shall be ready to consult with the Government of Pakistan with a view to cooperating in a search for solutions.
