THE WHITE HOUSE WASHINGTON February 16 1951 My dear Mr. Prime Minister: I read with much interest your letter of the fourteenth in regard to Admiral Nimitz and the Kashmir dispute. I told your Foreign Minister the difficulty with which I am faced and that I had arranged for Admiral Nimitz to perform a very necessary service for me here at home during the next few months but that we would suggest certain names to act in Admiral Nimitz stead in Kashmir for the preliminary program, which is necessary to be carried out there under the United Nations, and that when the final plebiscite was to be held Admiral Nimitz would be made available for service as Administrator of that program. This difficulty has been prolonged to such an extent that I found it necessary to use the services of Admiral Nimitz in another capacity for the time being, but I am sure we can suggest tampau the name of a man who can carry out the preliminary program in a satis- factory manner.
