MEMORANDUM FOR THE PRESIDENT
Subject: Members (of Palestine Commission
Here are the members of the Palestine Commission.
I suggest for Chairman, Judge Hutcheson, mainly because of his
position as a member of the United States Circuit Court of Appeals
and the further fact that a Judge is Chairman of the British group.
I am cabling the names to Bevin and suggest that announcement
be made Saturday morning at ten o'clock, our time.
Judge Joseph C. Hutcheson of the Fifth Circuit Court at
Houston, Texas, who is regarded as one of the out-
standing members of the bench in that area.
Frank Aydelotte, former President of Swarthmore College
and Director of the Institute for Advanced Study at
Princeton. He is American Secretary of the Rhodes
Trust and is a former Rhodes scholar. (Address:

O. Max Gardner, former Governor of North Carolina, now
practicing law in Washington, where he is well known.
Frank W. Buxton, Editor of the Boston Herald.
William Phillips, diplomat. American Ambassador to Italy;
personal representative of President with rank of
Ambassador, New Delhi, India; U.S. Delegation to
