MEMORANDUM
FOR:
THE PRESIDENT
Regarding the proposed procedure which you
graciously sent over for my opinion, I think the decision
depends on whether you are committed in writing to the
Arabs that you would consult them on any change of policy
affecting Palestine, and whether the transferring of
100,000 human-beings comes within that change of policy.
The State Department says that you have written
such letters at their request and if their interpretations
of such letters are accurate, I see no alternative than
to send the suggested telegram. May I respectfully point
out that this ought not to affect the transference of
100,000 Jews which you asked for without first consulting
the Arabs, although it may well affect other parts of
the report.
