5. I have left out in B (3) the word administrative
where it appears the second time, because it may be
interpreted restrictively.
6. I have left out the last five lines of B (4) for
two reasons: First, because it would seem to be almost
impossible to have the necessary forces supplied by mem-
bers of the United Nations, and second (and this is of
primary importance) because the people of Jerusalem
themselves are, in my opinion, ready and anxious to bear
this responsibility themselves.
For this reason also I have inserted the words 'in Jeru-
salem', as the place where the police force was to be
organized.' 11
