My dear Mr. President:
At our talk at the White House on Saturday,
October 2nd (my birthday!) you stated that you would
like to have
copies of the important documents
relating to the passage of the Senate Palestine
Resolution. It has taken some time to get them
together.
Enclosed you will find:
1.
A copy of my report as Chairman of the Sub-
committee on Foreign Relations to which all
the resolutions relating to Palestine were
referred.
2.
A copy of the report by Senator Wagner accom-
panying the introduction of the resolution by
the Foreign Relations Committee.
3.
A copy of the S. Con. Res. 44 which was intro-
duced in the Senate and passed on December 19,
1945.
There had been introduced in the Senate a num-
ber of resolutions relating to Palestine. Senators
Wagner and Taft sponsored one resolution, Senator
Myers and Tobey another and Senator Guffey still
another.
Senator Connally, Chairman of the Foreign Re-
lations Committee, appointed a subcommittee to con-
sider these resolutions and named me the chairman.
After numerous conferences with leaders of the
Jewish faith, Honorable James Byrne, the then Secre-
tary of State, and the sponsors of the resolutions,
I finally drafted S. Con. Res. 44.
