Bernadotte's original language stronger than para- graph 4, DELGA 318, it is considered very doubtful if GA has any authority to "establish" frontiers which must in last analysis be agreed to or at least acquieced in by parties. This involves question limited power of GA to recommend only. Also, Bernadotte's original language would involve more definitive and rigid position than we ourselves could probably adhere to or could expect necessary majority GA to support. On second point your comments, while it is agreed that it would be preferable for GA itself at this session to establish "such adjustments as may promote, et cetera", it is considered impractical for GA to do so. For example, if an effort were made in the Assembly to "adjust" a specific boundary, we would (a) probably become involved in acrimonious and detailed debate on exact location such boundary and reasons for adjustment, and (b) open Pandora's box for series amendments concerning other boundaries as well as other aspects proposed settlement. In light of foregoing considera- tions, we have tried to redraft paragraph 5: (A). To establish as firmly as seems practicable in GA Bernadotte's conclusions as basis definitive frontiers without becoming involved in question Assembly's authority to do more, and without start- ing out with a rigid position from which we our- selves would be inevitably forced to retreat, and for which we could not probably in any case expect Assembly support; (B) To hold door open for specific boundary change (necessity for which Bunche clearly and Beeley tacitly recognize) without opening door wide during present GA session; (c).
