MEMORANDUM FOR THE PRESIDENT:
The State Department has requested the Bureau of
the Budget to include an item of approximately $1,600,000
in the Third Deficiency Appropriation Bill, as a supplement
to 1947 State Department funds, for use in connection with
immigration to the United States of certain displaced per-
sons and refugees in Europe. On May 21st, I received a
memorandum from the Visa Division of the State Department
asking:
(1) That you determine whether the displaced persons pro-
gram shall be continued and for how long;
(2) That you inform the Appropriations Committees of the
Congress of your interest, in order that the State De-
partment may obtain the necessary appropriation;
(3) That you inform the State Department whether you desire
that the displaced persons program be extended to the
countries in which thousands of displaced persons have
found refuge and which are not American-occupied zones
(such as Italy, Sweden, the Netherlands, and Finland),
and whether funds appropriated may be used to furnish
personnel for those countries; and
(4) That you indicate the percentage of nonpreference quotas
which you desire be made available in the American zones
of occupation.
On December 22, 1945, you issued a directive on
immigration to the United States by displaced persons and
refugees in Europe, stating, among other things:
"The decision has been made, therefore, to con-
centrate our immediate efforts in the American zones
of occupation in Europe. This is not intended however
entirely to exclude issuance of visas in other parts
of the world.
"In our zones in Europe there are citizens of every
