The Decree further stipulates that all Jewish citizens and those citizens considered to be of the Jewish race1 are to enjoy fully all property rights. Article 3 of this Decree pro- vides that "within one year of the conclusion of peace those who had transferred real property to the ENTE (Office of Prop- erty Management which, under the anti-Jewish law, took over Jewish real property, ed.) and the legal representative of such persons are empowered to demand the return of the transferred property against the surrender of the certificates or bonds previously given in repayment by the ENTE.
