The United States thus has again demonstrated its respect for the wishes of a small nation. It is believed that this move will in the long run strengthen the position and dignity of the United States among the other American Republics and possibly in other parts of the world. In withdrawing from Panama the United States has expressed its desire to continue normal relations with the Republic of Panama. Panamanian official appreci- ation for this attitude has already been received. AND GOVERN SECRET
