In the attached memorandum concerning the Panama Canal Comp any
it is suggested:
(a) That the position of Chairman of the Board of the
Panama Canal Company should be abolished, or filled
by the Governor of the Canal Zone.
(b) That the responsibilities and authority of the
Governor of the Canal Zone and President of the
Panama Canal Co. should be emphasized.
(c) That control and management from Washington should
be minimized.
(d) That the Board of Directors of the Panama Canal Co.
should meet regularly, and usually in the Canal Zone.
(e) That the members of the Board should be chosen largely
from operating officials of the Company and others of
comparable knowledge and experience.
(f) That the Stockholder, or a personal representative,
and two or three representatives of the general pub-
lic, should be included in the membership of the
Board; and that all members should be able and willing
to attend meetings in the Canal Zone with consistent
regularity.
