Dear Ed:
I certainly appreciated your good letter of July
first about the situation in Panama.
There isn't a possibility of inviting a President
of one of the Southern Republics to visit the
White House off record. If an invitation goes
out it will have to be on the same basis as the
Presidents of Brazil, Venezuela, Colombia,
Uruguay, Chile and Ecuador have been received.
I'll see what I can do about it.
I am glad to have the inside dope of what is going
on in Panama.
