The following summarization has been prepared on the basis of reliable information obtained from various sources subsequent to the attack on Pearl Harbor. Although this summary does not represent a resume of Japanese Combined Fleet Operation Order No. 1, it will be apparent that heavy reliance has nevertheless been placed upon that document, a translation of which is submitted under separate cover. The Japanese Naval High Command completed preparations during the summer and fall of 1941 to carry out a projected 2-phase plan of conquest and consolidation in the Asiatic-Pacific theatre.
