MEMORANDUM FOR: THE CHIEF EXECUTIVES OF ALL EXECUTIVE DEPARTMENTS, AGENCIES, COMMISSIONS AND BUREAUS, INCLUDING THE JOINT CHIEFS OF STAFF. In order to assist the Joint Congressional Committee on the Investigation of the Pearl Harbor Attack in its desire to make a full and complete investigation of the facts relating to the events leading up to or following the attack, and to supplement previous directives and arrangements for full disclosure to and cooperation with the Joint Committee, and to add to the protections given in that provision in Section 3 of the Concurrent Resolution creating the Joint Committee, which reads as follows: SEC. 3. The testimony of any person in the armed services, and the fact that such person testified be- fore the joint committee herein provided for, shall not be used against him in any court proceeding or held against him in examining his military status for credits in the service to which he belongs. you are directed to authorize every person in your respective de- partments or agencies, whether in the armed services or in a civilian status, and whether or not called to testify before the Joint Committee, if interrogated by the Committee or any of its members or counsel, to volunteer any information of which they may have knowledge bearing on the subject of the Committee's investiga- tion, and whether or not SO interrogated, to come forward voluntarily and disclose to the Committee, or to any of its members or its counsel, any information such persons may have on the subject of the inquiry which they may have any reason to think may not already have been disclosed to the Committee.
