MEMORANDUM FOR THE PRESIDENT
Subject:
Release of ABC and ADB
Military Plans of 1941
to the Joint Committee
Investigating the Pearl
Harbor Attack.
In accordance with your memorandum of
November 13, on the above subject, the Department
of State consulted with the representatives of
the British, Canadian and Dutch Governments and
was advised that they would interpose no objection
to the publication of these documents by the Joint
Committee investigating the Pearl Harbor attack.
The British stated that one minor item among
these papers could not be published without
jeopardizing the British code, and arrangements
have been made with the Counsel for the Joint
Committee to avoid the use of this item.
