THE WHITE HOUSE WASHINGTON April 17, 1945 Re: Meeting with Pres Osmeha of the Philippines, Secretaries of War, Navy and Interior for further discussion of Philippine question. Mr. Hassett left attached letter for your attention - Important thing is Secretary Ickes wrote the late President at Warm Springs in opposition to the early granting of the Philippine independence and said, that if independence were granted at an early date he wanted to be relieved of all responsibility for the Philippines. Mr. Hassett thought if this conference is renewed you would like to know that Secretary Ickes does not agree with the views one late President expressed and announced in a confereance in Warm Springs and was published that he, the late President, be favored with early independence. Amendment provides that the date for independence should be July 4 of next year. The late President told Pres Asmena and a press conference he was in favor of advancing that day and granting complete independence at the earliest date possible, which would have to be determined after getting last of Japs out of Philippines and all that, but did want in advance of July next year. Ickes is off reservation and if appointment is renewed you can bring this letter to attention of Connelly for the President. Subsequent letter from Pres Osmena will be written today.
