MEMORANDUM FOR THE PRESIDENT
Subject: Post-War Bases in the Philippines
I had another talk with President Osmena
of the Philippines on April 21. During the
conversation he definitely and specifically
stated to me that whatever suggestions we
wished to make relative to United States post-
war bases would be agreeable to him.
