TOP SECRET C 0 P WAR DEPARTMENT Washington May 2, 1945 Dear Mr. President: On my return from my talk with you this morning, I have conferred with Secretary Frrestal about the method in which the Army and Navy should put through their desires in respect to naval and military bases in the Philippines. He and I agreed in thinking that the most convenient and easiest way would be for each of us to prepare the needs and desires of his Department in definite form, and then together turn them over to you for transmittal to President Osmena. This seems to be a simple way, and the one important thing is that the matter should be settled before independence is announced. Faithfully yours, ARCHIVES AND RECORDS SERVICE" o.s. Henry L.
