Office of the President of the Philippines Washington, D.C. May 3, 1945 My dear Mr. President: May I thank you for kindly giving me an early appointment. As scheduled, I will call on you at the White House tomorrow noon. In anticipation of this meeting and knowing that you are exceedingly busy, I am taking the liberty of enclosing a memorandum covering the most urgent matters that I propose to take up with you. Time permitting I will also take up, with your indulgence, the other matters covered in my previous correspondence with the White House.
