Return to Foreign lile Philippinesly IIslands Rac OF UNIVERSITY THE LIMITED THE SECRETARY OF THE INTERIOR WASHINGTON MAY - 9 1945 MEMORANDUM for the President. The Congress included in its appropriation for the Office of the High Commi ssioner to the Philippine Islands for 1945 an item of $60,000 for the conduct of an economic survey of the Philippine Islands to determine what assistance might be necessary from the United States Government for the re- habilitation of the Islands. The information obtained through the work of the survey will be made available to the Congress, the Filipino Rehabilita- tion Commission and other agencies of the Government concerned with the reestablishment of peace-time economic conditions in the Islands. To carry out the purpose for which this appropriation was made, in the exercise of the functions of the High Commissioner transferred to me by Executive Order 9245, September 16, 1942, I have established the Philippine Economic Survey and designated Mr. E. D. Hester as its chief. Mr. Hester has served in the Office of the High Commissioner since the creation of that Office as economic adviser and is probably more familiar than any other American with Philippine economic problems. You recently designated Mr. Hester to accompany Senator Tydings on his trip to the Islands. It is my thought that Mr. Hester should remain in the Philippine Islands for the purpose of organizing and directing the survey. It will be necessary for the Army to provide transportation, quarters, medical services, and commissary privileges for such civilian personnel as may be engaged in this work. It is anticipated further that the Foreign Economic Administration and other departments and agencies of the Government may be in a position to assist in carrying out the purposes of Congress as reflected in the appropriation heretofore mentioned by the loan of technical personnel and in other ways. With your approval, I propose to request the Secretary of War, the Administrator of the Foreign Economic Administration, and other agencies of the Government for their cooperation and assistance in the performance of this important work.
