POST WAR MILITARY POLICIES
It is believed a Commission should be appointed by
the President or established by an act of Congress to study and make
recommendations dealing with the following subjects:
(a) Size and function of Army.
(b) Size and function of Navy.
(c) Size and function of Air Force.
(d) Number of bases to be maintained and/or developed and to what
extent in the Pacific.
(e) Size of occupational forces in Europe and in the Pacific.
(f) Budget for our armed forces.
(g) Unification of War and Navy Departments into department of the
Armed Forces.
TRUMAN

(h) Universal Military Training.
ARCHIVES AND
(1) Post War bureau for research.
GOVERNMENT
(j) Integration of military and foreign policy.
(k) Influence of atomic bomb upon all these matters.
,All these subjects are obviously interrelated and
should be studied and evaluated both as to their relationship with
one another and to the overall picture of Post War military planning.
Membership of the Commission should be primarily civilian with per-
haps some representatives from Congress. Outstanding business and in-
dustrial leaders should be included and at least one from labor.
Permanently assigned advisors from State, War and Navy Departments
should be available to the Commission.
