PHILIPPINE ISLANDS
(1) Various political leaders including President Osmena
and Senator Roxas indicated it would be political suicide in forth-
coming elections to suggest or even discuss deferment of indepen-
dence.
(2) These same leaders together with representative cross
section of business leaders urgently contend some help from the United
States is required if economy of Philippines is to be revived -- now
prostrate.
(3) Same leaders point out Philippines were acquired after
Spanish American War in like fashion to Cuba and deserve similar
treatment - 1.0., at least as favorable tariff relations as Cuba now
enjoys.
(4) Leaders point out ten years were allotted by U. S.
Government for Philippines to prepare for coming independence on
July 4, 1946. As result of Japanese conquest and occupation of
Philippines for over three years not only has their preparation
been arrested but set back to conditions existing many years

(5) To cast Philippines adrift without some tangible
assistance would seriously impair our influence and prestige
throughout the Orient. Moreover, such procedure would render
Philippine people a fertile and receptive group for exploitation
by other nations.
(6) Included in various plans suggested were the
following:
(a) Statehood. I volunteered a personal opinion
this could never be achieved. From the stand-
