MEMORANDUM FOR THE PRESIDENT
Re - Pay of Filipino Enlisted Men
The armed forces of the Commonwealth are part of
the United States Army, and as such they play a heroic
role in the military operations in the Philippines --
during the early fighting on Bataan and elsewhere, as
guerrilla units throughout the occupation, and in the
liberation campaign. The base pay of a Filipino pri-
vate is only $9.00 a month, a figure so low that the
United States military authorities recommended during the
Philippine campaign its increase to the same rate of pay
as that of American soldiers.
In fairness to these fighting men, it is respectfully
urged that arrangements be made whereby the United States
Government will pay them at least the same number of pesos
as the number of dollars paid to American soldiers in the
United States Army.
