the control of the enemy. However, it was understood
that Congress would later take care of the Philippine
war damage problem in a separate measure.
The Senate Committee on Territories and Insular
Affairs is now considering a bill (S-1488) providing
for compensation for war damage for the whole period of
the war from December 7, 1941 to October 1, 1945 and ap-
propriating 500,000,000 for this purpose. Although the
bill does not include public property and only allows
payment of approximately 75 per cent of the value of the
property, I feel that it would go a long way to solving
our rehabilitation problem.
The favorable endorsement of the bill by the Presi-
dent will accelerate its passage by Congress, and thereby
reassuring the masses of the people in the Philippines
that their homes and properties will be rebuilt and
restored.
