- 2 - the control of the enemy. However, it was understood that Congress would later take care of the Philippine war damage problem in a separate measure. The Senate Committee on Territories and Insular Affairs is now considering a bill (S-1488) providing for compensation for war damage for the whole period of the war from December 7, 1941 to October 1, 1945 and ap- propriating 500,000,000 for this purpose. Although the bill does not include public property and only allows payment of approximately 75 per cent of the value of the property, I feel that it would go a long way to solving our rehabilitation problem. The favorable endorsement of the bill by the Presi- dent will accelerate its passage by Congress, and thereby reassuring the masses of the people in the Philippines that their homes and properties will be rebuilt and restored. Respectfully submitted, America SERGIO OSMENA SERVICE"
