My dear Mr. President:
This will acknowledge your memorandum of January
10, requesting my comment on a copy of a letter dated
January 7 addressed to you by the Secretary of Agri-
culture regarding the provision of H. R. 4676, a bill
"to provide for future trade relations between the
United States and the Philippine Islands."
I am quite sure that this Department cannot agree
with the position taken by the Secretary of Agriculture.
The policy laid down in this proposed bill was agreed
upon at a conference held in your office, which was
attended by the Under Secretary of the Department of
the Interior, High Commissioner McMutt, Assistant
Secretary Clayton of the State Department, Senator
Tydings, and Congressman Bell.
Pending the receipt of the views of Mr. McNutt,
to whom a copy of the letter has been sent, I would
like to delay making detailed comment on such an
important issue. I hope that it will not be necessary
for you to commit yourself to Secretary Anderson until
you have heard further from me, which will be at the
earliest possible date.
