Truman The White House My dear Mr. President: With the Philippine rehabilitation bill, S-1610, which has already passed both houses and is now in conference, coming soon to you for signature, I am tak- ing the liberty of requesting your indulgence to con- sider the selection of the Filipino member of the Com- mission which will be created by you under this legis- lation. During my private and public career I have as- sociated with all classes of Filipinos, and I know of no one today who is better qualified to be the Filipino member of the Commission than Dr. Urbano A. Zafra, the present Economic Adviser to the President of the Philip- pines and Member of the Filipino Rehabilitation Com- mission, who has been assigned by President Osmena to help and assist me in my work here in Washington. By training and experience Dr. Zafra is not only familiar with government work but has had extensive business ex- perience. Moreover, I consider it a most important con- sideration that Dr. Zafra has never been in Philippine politics, has no property in the Philippines and has no financial interest in any of the business enterprises there, Filipino or American. For this reason I take this liberty, Mr. President, to bring to your attention the name of a most deserving Filipino whom I believe will be the best to fill the position as Filipino member of the Commission. I am also taking the liberty of enclosing a statement of his record which speaks eloquently for Dr. Zafra's selection.
