MEMORANDUM FOR THE PRESIDENT:
In view of President-elect Roxas' visit, I thought you
might like to have an outline of some of the consummated and
pending Philippine matters:
1. Philippine Trade Relations and Rehabilitation Acts - A copy
of your statement at the time of signing these bills is at-
tached.
2. Appropriations Authorized by Rehabilitation Act - I checked
the Budget Bureau and found that the matter is well under
way. The appropriations are to be included in the Third De-
ficiency Appropriation Act, and the funds should be available
about June 15th.
3. Benefits for Philippine Army Veterans - General Bradley stated
to me today that the legislation has been agreed upon with one
exception, burial fee. He anticipates that will be settled
and the bill, representing an accord, will be transmitted the
last of the week. A copy of your statement at the time of
signing the Surplus Appropriation Rescission Act is attached.
4. Guerrilla Currency - I talked with General Richards, Budget
Officer, War Department, yesterday, and he stated that this
matter is receiving active attention.
5. Inter-island Shipping, and particularly its relation to copra
has been and is receiving particular attention from the Secre-
tary of Agriculture.
6. Appointments to Philippine War Damage Commission - These are
still to be made: two Americans and one Filipino. The High
Commissioner has suggested Eugene B. Crowe, Edgar F. Puryear,
and Francisco A. Delgado. There has also been suggested Frank
A. Waring (biographical data sheet attached).
