MEMORANDUM FOR THE SECRETARY OF THE NAVY:
Subj:
Release or reassignment of Naval personnel on duty with the
United States High Commissioner to the Philippine Islands.
In my memorandum to you of September 14, 1946, it was re-
quested that certain Naval personnel be made available for duty with
the U. S. High Commissioner to the Philippine Islands. In view of
the termination of this office as of July 4, 1946, it is requested
that:
1. Rear Admiral Gilchrist B. Stockton, U.S.N.R., who de-
sires to return to the United States for release to
inactive duty, be reassigned as of July 4, 1946, in
his present rank, for duty with the Honorable Paul V.
McNutt,
Ambassador, said rank to remain in
effect until Admiral Stockton is returned to inactive
status or until July 31, 1946, whichever is the sooner.
2. Commander Julius C. C. Edelstein, U.S.N.R., be reas-
signed as of July 4, 1946, in his present rank, for
duty with the Honorable Paul V. McNutt, Special
Am-
bassador, upon termination of the office of the U. S.
High Commissioner to the Philippine Islands, and to
continue on such assignment until the present High
Commissioner advises the Navy Department that Commander
Edelstein's services are no longer required.
3. The Naval enlisted personnel ordered to the Philippine
Islands for assignment to the Office of the U. S. High
Commissioner, all of whom will have the required
points for release, be returned to the United States
for separation from the Naval service, but that the
Commander, Philippine Sea Frontier, be authorized to
reassign to Honorable Paul V. McNutt, Speaia] Ambassa-
dor, such Naval enlisted personnel as may desire to
remain on duty with him, who will continue on such
assignment until the present High Commissioner advises
the Navy Department that their services are no longer
required.
