My dear Mr. President:
I refer to Public Law 485, approved July 3, 1946,
making the Trading with the enemy Act of October 6, 1917, as
amended, effective in the Philippines after July 4, 1946, and
to Executive Order No. 9747 of July 3, 1946, authorizing the
Alien Property Custodian and myself to continue to exercise,
in the Philippines, our respective authority under Executive
Order No. 9095 of March 11, 1942, as amended, and Executive
Order No. 8389 of April 10, 1940, as amended.
I wish to advise you that the Foreign Funds Control
Manila Office of the Treasury Department was closed on August
31,
1946 with the concurrence of Ambassador McNutt. This
action is in accordance with the request of President Roxas
that Treasury controls being exercised in the Philippines
under the Trading with the enemy Act be terminated since the
Philippine Government is prepared to institute its own
controls over non-vested enemy assets.
A copy of this letter is being sent to Mr. James E.
Webb, Director, Bureau of the Budget, for his information.
