MEMORANDUM FOR THE PRESIDENT:
During our conversation with Commissioners Waring
and Delgado of the Philippine War Damage Commission, in the
course of which they stated that President Roxas is most
anxious that steps be taken looking toward a consummation
of the provisions of Sections 302 and 303 of the Philippine
Rehabilitation Act of 1946, relating to public roads and
port and harbor facilities, I advised you that the matter
had been taken up with the State Department. You then di-
rected that I follow up the matter.
This I have done, and I am glad to be able to
say that the State Department reports that action has been
taken, discussion had with Philippine representatives pursu-
ant to the provisions of the sections referred to, and sub-
stantial progress made toward reaching an accord as to what
should be done.
In addition to these two programs, steps have been
taken with reference to the other provisions of Title III of
the Act committed to the State Department's supervision.
This is merely for your information, as President
Roxas is fully advised, having been in on at least part of
the discussions with Ambassador McNutt and others.
