C DEPARTMENT OF STATE P WASHINGTON Y September 11, 1946 My dear Mr. President: You were very considerate to give Messrs. Patterson, Royall, Petersen and me so much of your time this morning to re- port on our recent sales of surplus property to China and to the Philippines You asked me to give you a written statement of the highlights of the China transaction for reference in your press conference tomorrow and I am enclosing a copy of the press re- lease which I gave out in Shanghai on August 31st. I am also en- closing a separate statement of the general progress in disposing of foreign surplus property. Since the major portion of my task has been accomplished, I am tendering my resignation to the Secretary of State in a few days. I have been on this job for seventeen months and now feel that I must return home to my family and my other interests. This completes my fourth position in the Government since May, 1940 for a total service of thirty-two months. In spite of the trials and tribulations which have beset me on all sides in handling this last and most difficult assign- ment, I will leave Washington with only the kindliest feelings toward you and the members of your Administration. No one could have received stronger support than you have accorded me. I am especially grateful for the opportunity of having worked closely with the officials of the State, War, Navy and Treasury Departments, and I will always cherish the recollection of the close and har- monious relationships with you and these gentlemen.
